Youth, millennialism, etc. is not going to trump race considerations and Big Man behaviors. I expect the city to be looted, with make-work programs and hook-me-up hires, but good.
Do note the new top administrative staff positions in the most recent org chart shuffle. A new chief of schools will be hired to take all the blame and be fired by the superintendent when the benchmarks aren't met. The new org chart insulates Levett from failure.

Perhaps what you mean to say is that there is a vast difference in earning potential between essential skill folks and non-essential skill folks. And nowhere in your commentary did you mention immigration as a reason for driving down wages for the non-essential skilled set.
No mention of the words "gentrification" or "long overdue economic development" (as you term it) as underlying causes of lost housing stock for the service sector. Starlandia Forever, right?
