Here are the two reasons they want to outlaw these things:
1. It caters to the "conservatives" who believe that all drugs besides the ones they enjoy should be outlawed.
2 (and most importantly). The state cannot reliably tax these substances. Tobacco, alcohol or even Tylenol have injured and killed more people than all illicit drugs combined. Children can easily obtain tobacco and alcohol despite laws setting a minimum legal age. Yet, these substances are still legal.
Multiple times per year children end up in the hosptial due to alcohol (and Tylenol) ingestion. In my career, I have yet to see an admission related to Salvia D.
