There area great many pedophiles who never abuse children, and many children are abused by men who are not pedophiles. Expert Michael Seto estimates pedophiles are 1-5% of the male population, where we are talking about a persistent attraction to prepubescent children, based on the studies mentioned plus others. David Finkelhor says sex crimes against children are down on the order of 50% from the 1990 level as of 2010. Sex crimes against postpubescent teens are very serious, of course, but they say nothing about pedophilia (the unusual attraction to prepubescents), as almost all men are attracted to postpubescent teens -- it's just that most know not to act on it.
