@ Tony--agreed. Savannah's streets are a danger zone, night or day and nobody does a thing about it. I go armed any time I need to use the sidewalks here. I don't know how these tourists manage to stroll about and not get mugged.
I don't think parking will be an issue. Nobody in his/her right mind would go to that area--especially at night. No big acts will play there due to the limited seating area. And if parking gets tight, people can always row their little boats out there-- or so the politicians claim. They know it is a black hole and a boondoggle, but the developers have promised them kickbacks.
Only the most empty-headed fool would go out and vote extra taxes on him/herself. Let them use property taxes, which is what they are intended for. And there have been several skim-offs of SPLOST money in the past. Look who you are giving control of this money to!
So a guy needs to raise some cash and he sells one of his guns to another guy who is interested. Why would the seller want or need to check the "background" of the buyer? What should he care? He wants to sell, the buyer wants to buy. That is (or used to be) the American way, no?
