Media and Government and Lobbies HATE Decentralization, it takes away their power.
We know of high target areas: Movie theaters, stadiums, synagogues in UK, high profile bars that advocate alternative lifestyles with respect to conservative traditions... that means SWINGGER CLUBS should be alarmed by the attack too! Have these areas beef up security solutions LOCALLY.
Of course tragically the Uncle Sam wants more central control. Every tragedy is a reason for more authority to those who practice French style state worship.
