Thanks for writing this and for pointing out that a huge amount of the cost of SHEP is to mitigate the environmental damage. I'm also glad that you pointed out that Biden gave the same speech in Charleston which may or may not indicate to your readers that there exists no national strategy for port development. A leadership void on this issue is causing Congress to consider throwing federal money around willy-nilly to deepen every port that asks instead of evaluating the entire goods movement system to rationally determine where it is most appropriate to dredge deeper ports.

It wouldn't hurt to take a very close look at how the German parliament empowered the German people to invest in renewable energy despite the resistance of the energy companies by passing the Law for the Priority of Renewable Energy. The German law eliminated with the stroke of a pen the impediments which are stopping people in Georgia from benefiting from abundant, clean, affordable renewable energy.
