The majority of people do not ride bikes or walk on trails during inclement weather....its a fair weather activity. Rain, snow, cold and excessive heat gets in the way of daily use of such trails. Therefore, building and maintaining a trail infrastructure is frivolous and wasteful of tax dollars and only serves some of the people some of the time.
