This ordinance does bring a lot into question of how the city oversteps it's boundaries but you need to speak with more than one pedicab driver...
For instance the issue with MLK...Pedicabs are allowed to service any part of MLK North of Olglethorpe so the Holiday Inn doesn't pose a problem.
As for the code of conduct...Pedicab drivers sign a contract before they ride...They can't sign a contract today and then bitch about it affecting them later...Not how contracts work.
The code of conduct aside, it would make sense that Jeff would feel it was written for him...Just watch how professional he gets if someone on a yellow cab even says "Good morning" to him...It's entertaining but not what this industry needs.
I think your article is on the right track but you need to speak to pedicabbers that better represent the industry. Jeff is anything but that.
