The Federal Government gave three Federal organizations veto authority over the Savannah Harbor Expansion Project if they didn't get their specific projects funded as part of the project. Actual scientific justification wasn't necessary. That's why the mitigation is so expensive. There weren't any significant environmental issues and the mitigation isn't stabilization; it's improvements based on the standards of each Federal organization. All the mitigation issues are secondary to the need to deepen the channel for larger vessels. Without deepening, the logistics volume will decrease, jobs will be lost and export costs will increase.
